MEET THE PARTNERS
SHAUN BLAYLOCK, PSY.D.
Shaun has over 20 years of experience in community college and K-12 facilities planning. He has successfully managed all phases of educational facilities development, from pre-planning through construction and beyond. Shaun is well versed in the nuances of District level governance and understands the legislative and governmental agency process involved in facilities planning and construction.
BOBBY KHUSHAL
Bobby has over 14 years of facilities and educational planning experience for various California community colleges. He has successfully managed facilities capital outlay project planning and implementation for over 15 California community college Districts. Bobby is an expert in the State Chancellor’s Office funding mechanisms and procedures for capital construction projects, including scheduled maintenance and proposition 39 funding.
LORNA HARRIS
Lorna has over 17 years of experience in school facilities financing and is an expert in facilities bond program fiscal controls initiation/implementation. Lorna experience includes serving as a Fiscal Unit Supervisor her responsibilities include assisting community college districts set budget tracking systems and procedures to manage construction project accounting. Lorna provides an innovative and informed approach to obtaining maximum funding for District projects. She assists districts in leveraging funding from a variety of sources, including the Capital Outlay Program, School Facility Program and various Federal funding programs.

MATTHEW A. PETTLER
